The right targets
Targets are assigned per map and per device. A device's own targets replace its maps'; a device on several maps notifies each target once.
Escalation and phone calls
Unacknowledged alerts escalate after a delay. Phone calls ring in order, from L1 to L3, with press-1 acknowledgement and press-2 escalation on the call itself.
Quiet hours and maintenance
Quiet hours hold per target and arrive as one summary at the end. Maintenance windows send one alert when they end if the item is still down. Critical items ignore quiet hours.
Flapping and suppression
Four changes in thirty minutes becomes one FLAPPING message, then silence until stable. A device behind a down parent is unreachable and never pages anyone.
